Error creating database

I just installed texis on a new server and when I attempt to create a database I get the following error at the command prompt:

004 Cannot create directory .: Directory exists in the function TXcreateDb
004 Could not create database .

I am issuing the command

texis -m

from the directory where I want the database created. I have full administrative privileges on the server, so I am at a loss to know what is wrong. The output of texis -version is

I know from past experience that removing User Account Control followed by a server reboot resolved this kind of problem in the past when we were setting up new servers. I tried that here but it made no difference.

With Texis 7 the directory for the database must not exist before creating the database. You should be up a level and let Texis create the directory.
