I'm sure there is probably a significant performance difference between vortex running with vhttpd and running with apache. Is there a number that I might be able to use when saying something like "if you switch your vortex application from vhttpd to apache you can expect an X% performance loss?"

There is not a single consistent number we can give, as different operating systems and different utilization patterns will give different answers. The more time spent in the Vortex script the less of a factor the start up will be overall.
