OnChange Rewalk not Starting

We have a file folder that for some reason will not re-walk. The structure of the windows file folder is as follows:

Main folder
month 1
month 2
month 3
month 4
" " through 24 months.

When new files are added, the modified date of the main folder does not change. The modified date of the month folders does change, but the "OnChange" rewalk schedule does not pick this up and start a refresh.

Is there any way to get around this without having to restructure the file folders. HELP!!!

OnChange requires that watch url be set. It only checks that page. If that page changes a refresh is started. You probably want a normal refresh on a frequent schedule like 15 minutes or hourly.
