defining synonyms

Hi,
we are creating a custom equivalence file and have entered the following line (and run backref) :
idp,internally displaced persons

Before making this change a search on
idp gave 1562 results
and a search on
internally displaced persons gave 3166 results

after running backref we get the following result
idp = 2647
internally displaced persons = 2647

What we cannot understand is why the search resuls on 'internally displaced persons' is less than the original search. Surely its should give more search results as its now including results on 'idp'?

Previously it was searching for the 3 individual terms internally displaced persons anywhere and in any order. Now it knows that as a phrase and searches for the exact phrase "internally displaced persons". The result should be the same as if you had quoted that phrase before setting up the equiv.
