Sounds like a broken webserver CGI implementation. We know that Netscape
3.6 had that kind of problem. They have since fixed it.

Hi! i'm using webinator in a Sun Solaris 2.5 with Netscape 3.6. I got this message:

Is this the same problem?

Sounds like it. Netscape 3.6 does not do CGI correctly. You need to get the patches Netscape made, a newer version of Netscape server, or a different webserver such as apache.
