is there any way to use this software if I don't have access to a webserver myself? I pay for hosting, and wanted to have a neat search engine, but I suspect I would need to have control of the webserver to do this correct?

While you do need access to the webserver to use Webinator or Texis, you can follow the "Free Site Index Service" link on the right, and our affiliate Master.com provides hosted search engines using our software.

For a unix based server you need telnet access and permission to install CGI programs. For a windows based server you need console administrator access.

Once the software is installed it can be managed from the web interface. If you can't install it you might convince your web host to install it for you.
