Can I create XML output from the command line? Or is it only available through a Vortex <sql output=xml ...> statement? I didn't find anything in the documentation.

It is only available with the Vortex statement. Obviously you could write a small vortex script that takes a sql statement as an argument, and can be run from the command line.
