Sorry. Forgot we were talking about 4. Indexing the filename (Url) is a version 5 feature.

Is there an equivalent setting (or workaround) in version 4?

You could edit dowalk and search to change
Title\Description\Keywords\Meta\Body
to
Title\Url\Description\Keywords\Meta\Body
everywhere and do a new walk.
