I also am having "License violation" problems. I do not have write
priveledges in our DOCUMENT_ROOT directory, nor should I need them.
I have gotten many other cgi-bin type programs to work. I have
been able to put everything "one level below" the DOCUMENT_ROOT
directory, tell the software that this is the root, and everything
works fine.

In the Webinator case, I told the "install" program about *my*
document root, and everything seems to work...I was able to index
my site and build a database. I can run "webinator" manually and
it spits out a good form. But when I run it from the web, I get
a License violation. Any ideas how I can get webinator to understand
*my* document root? (As the "gw" program does.)

Using SunOs, NCSA httpd, just downloaded Webinator

Webinator gets the DOCUMENT_ROOT variable from the web server and looks
for DOCUMENT_ROOT/webinator/wstsbut.gif because that is also where
the generated img tag (<img src=/webinator/wstsbut.gif>) will expect to
find it.
If the above img tag finds the logo in your directory, the web server should
also be setting DOCUMENT_ROOT to your directory.
The only around the logo checking is to buy commercial Webinator.
