I posted the otehr day about altering passwords with webinator and was pointed to

I have typed this into the command promt of my machine but it just comes back texis is not recognized as an internal or external command, operable program or batch file.

Any ideas on what I am doing wrong?

texis is not in your path. It's in the Webinator installation directory. You need to specify the path to texis when running it or run it from the directory where it resides. For unix something like
INSTALLDIR/bin/texis
for windows something like
INSTALLDIR\texis

BTW, it would have been better to followup on a thread rather than starting a new one and referring to the old.
