I don't see anything unusual in the options.
You must not have typed the command as given above. Case and spacing matter.

I don't see anything in the IIS logs.
I ran the command line, it only took me back to the prompt. Did it dump to a log file somewhere?

That just means your database is empty.
Can you try walking localhost?
I'm not able to replicate your problem on win 2003 using version 2.5 from 1998. I don't have 2.1 to try, it's very old, you should consider upgrading.
