Can I use a HTTP GET to retrieve a list of categories for a particular profile and return the results as XML?

I can see that I get the categories in the XML search results, but how can I get them without performing a query?

That's not currently possible. You could throw a dummy query at it
http://.../texis/search?pr=test&dropXSL=yes&query=xxyyzz
