Webinator is reporting that several documents are duplicates of this one: http://www.decs.sa.gov.au/docs/document ... ductTD.doc

Here are two examples which are deemed the same:

http://www.decs.sa.gov.au/docs/document ... tiliti.doc

http://www.decs.sa.gov.au/docs/document ... actShe.doc

I can't see whay Webinator is reporting them as duplicates...

If you look at the "Body" for the first document in List/Edit URLs, does it have proper content?

Often incorrect duplicates are a result of erroneous, yet non-fatal, text extraction where they both appear to have no content.
