What criteria does webinator use to fetch "Find Similar" results?

Webinator uses the text of the original document to create a query by looking for the words which most identify the original document, and then ranks the matches.

Is it there a way to customize the find similar results by adding some tagging to the original document?

The Webinator (as well as Texis) do have a great deal of flexibility in customization as the scripts are available to edit when, as in this case, the customization may not be available directly from the administrative interface.
