We recently had some problems with the machine that webinator is
running on (bottomed out a couple of file systems late thursday and
did not catch it until monday). After cleaning up the space issue, I
noticed a lot of files like the following:


-rw------- 1 nobody nobody 46 Sep 20 16:26 T27907a_T.btr
-rw------- 1 nobody nobody 3348 Sep 20 16:26 T27907a_P.tbl
-rw------- 1 nobody nobody 46 Sep 20 16:26 T27907a_D.btr
-rw------- 1 nobody nobody 58096 Sep 20 16:26 T27907a.tok

Are these temporary files that should have been removed but were not
because indexing was failing? Can I remove them? Is this covered
anywhere in the documentation?

Yes, they can be removed if no process is currently indexing. Note the
the situation is slightly different on NT than under Unix. Due to the
differences in behaviour of the NT filesystem the currently used index
may have a names that look like tempfile names, so more caution should
be exercised there.
