There is a reference in the Webinator admin manual to support for meta
data searching. I couldn't find any more information about this in a
quick review of the admin and user manuals. Did I miss it?

Alright. Then how do you take advantage of this information in a search?
E.g. if I have a metadata field "location" how would I search for documents
for which the
associated content string contained "georgia" (in a case insensitive
manner).

The search inherently includes the meta information.
When the user searches for "georgia" the search goes against the
Title, Meta, and Body fields.
