As we've found, you're using CERN 3.0 httpd with a virtual hosts patch.
It seems this causes the CGI environment variable SCRIPT_NAME to
contain an IP address.
Webinator expects a standard CGI-1.1 environment, where SCRIPT_NAME is
solely the path to the CGI executable, without the IP address. It will
not run properly in a non-standard environment. You will have to
configure your server to run Webinator in a CGI 1.1 environment.
Later revisions of the CGI spec, _if_ standard, might be supported in
future releases, but not at this time.
