What are the tasks (or types of tasks) that can only be completed in the Unix environment with the Commercial version? What level of Unix knowledge is necessary for proper maintenance of Webinator?
You need to use a shell login to perform installation and to walk your site (run the gw command). Not much unix specific knowledge is generally needed. Just the ability to navigate around in directories and and run basic commands. You may never need to run any commands besides gw.
You'll need to know where your cgi and web document directories are to complete the initial installation.
You may wish to edit the search script, but that can be accomplished by downloading to your local machine, editing in ascii mode, and reuploading if you're not comfortable editing on unix.

When looking at the installation manual it has a lot of talk about uncompressing and tar. The people here might not know what those mean so is there step by step documentation for installation help for the commercial version?

Can I use FrontPage to edit the search script? The text box for searching will be in our header on every page.
You only need to uncompress if you download. The CD is ready to install. If you download there are step by step instructions for how to uncompress.
You may add the search box to your pages using frontpage or whatever html tool you like. You should not edit the search script with front page. Use an ascii editor like notepad or anything that will load and save plain ascii.
