I've been evaluating the webinator version we
downloaded at our office and have also talked
with a few people at the client, weather channel,
about the texis product.

My understanding is that we can license texis and that
it has the ability to help us build a metacrawler.
However, and this may be out scope, but it seems that
it was mentioned as a example feature on the site
here somewhere...

Does anyone have any comments on the legal issues of
using Texis as a metacrawler to pull data from other
search engine sites. Are there any copyright infringement issues that need to be addressed?

There is a "metasearch" demo on our Texis demos page and on the Webinator example scripts page. It is an example of something that can be done with our software. Any legal issues are between you and the sites that you meta search. Each will have its own policies (as stated on the bottom of the demo search form).
