This is ambiguous, depending on the precendence of AND and OR.
I'll assume you mean: bill AND (bob OR jack OR joe). You can use
a parenthetical list to denote a list of OR terms:
bill (bob,jack,joe)
Use: surfboard wetsuit (laguna,newport,huntington)
