Is there a way to query with two arguments, e.g.

(arg1=Author+Rudner&proximity=line)&
(arg2=Descriptors+psychometrics&proximity=line)&
suffixproc=off&thesaurus=0&defcmd=find&db=TM&disp=all&grsz=10

No. The stock Webinator interface does not do that.
You would need Webinator T1000 to build an interface like that.
